I think perfect parries are the hypest thing about the game and the people who don't like them are lame. Like, I'd understand if we got to a point in the meta where pros can perfect parry on command and every interaction plays around them, but this is not the current meta and SF6 has the whole "whiff a parry in someone's face and you eat an untechable throw that does 20% of your life" to stop that scenario from happening.

But all the pros said she's bottom tier. All the youtube analysts said it. The Japanese tier lists confirm that. A.K.I. is the worst character in the game, she needs mad buffs, her crouching kicks needs to be +2 on block, her damage needs to be way higher, she needs stronger anti-airs, and make poison do five times as much damage over time because everyone says that poison does no damage so let's make it do damage, so then we can all be hype watching someone get clipped by a fireball and have their health melt without me even having to do anything. Do that and then, maybe, A.K.I. is mid-tier. Trust me, I'm an A.K.I. expert and you can trust low tier heroes.

Serpent Lash with a charge input would have felt pretty weird I guess, and while making her fireball charge sounds okay one has to remember that only the light and EX version of QCB+P are a fireball. Medium is the poison puddle and heavy is the safe on block short range bubble explosion, two specials that don't really feel like they would work well with charge, not with their current properties at least. Cruel Fate could have been an easy down charge, but Snake Step has to be a motion input I feel. Then she only has slide left, which is a down+PP input, not the kind of stuff that works as a charge move. Like, if we want to imagine AKI with charge moves how would you have to change her? Light Serpent Lash is a mid range poke that feels like it should need horizontal charge, but Heavy Serpent Lash is an anti-air that hits directly upwards, so that special is going to feel weird with either down charge or horizontal charge depending on strength.
