Yes, Gill and Urien are artificially enhanched,  but isn't Gill's Ressurection part of Gill's "divine powers"?

It is clearly hinted that he is some form of deity, i.e. his 3rd Strike ending has him reference / emulate Biblical figures like Jesus and Moses.
