Gonna be a "contrarian", but I will say that is more than just let the devs cook. We have stories of devs wasting 6 to 8 years cooking and getting nowhere. If they have weake management with not a clear vision, but more importantly, a strong sense of what to cut in favor of said vision, you can have a talented team with good ideas that will fumble at the end.
