She will be in all Street Fighter games from now on because her image is just to good. And yes i am a Juri fan and i say this but it's facts regardless. 
 
As for her SF 5 gameplay redesign the facts are that it's not bad , BUT it was most definitely not needed because her SF 4 design was so unique and good but her V redesign is undertuned in pretty much every part just so she can't shine.
 
She's here to stay though.

Gill story wise after the cinematic was pretty weird. I assume he would be staying in the shadows for a while longer only for him to appear on G’s very popular livestream. I guess it was to make himself appear affable by attaching himself to a growing star, but I don’t know.
 
All that aside, I did like what V did with Gill’s character. His portrayal in 3 was very basic and very much ‘I am your god!’ with nothing else I like how they made him seem genuinely kind with some of his win quotes and saving Kolin in her story. I’m interested to see what they do with him in future games.

Story wise characters that seem a big waste imo are several but  i have to point out Gill.
 
Story wise in SF 5 he seemed to random, to rushed and not needed to be added as a DLC without some meaningful result. 
 
Will he play a role in SF 6  ? Who knows but he was thrown in here too random, even though he got teased in the actual SFV story ending ( credits scene )

Laura = can sell costumes good she will return Menat = umh, maybe Rashid = actually liked him in the story but his gameplay is cancer. Undecided if he will return or not Kolin = i wouldn't mind seeing her back.Just ease down on the  7gb file size that her nose has G = this character represents most things wrong with SFV and tbh, i just don't want to see this fucker ever again in another SF game Zeku = actually cooler than Guy but i think SF6 will have Guy instead ( i don't mind Guy )  ED  = 😂 Falke = cute but i don't see her returning Necalli = 🤣 Abigail =  I want him to be in a game where zoning is overpowered  Lucia = i don't see her returning in future games tbh Waifu Seth = i admit i like the visual design, i would like "her" back Kage = nah, hard pass Fang = i can see this dude returning because he is now ,apparently a big boss of Shadaloo as well

Yeah Necalli has been, at the bare minimum, solid every season. Ryu hasn't seen relevance since season 1.

She is just my favorite fighting game character of all time man.
