They added new characters to go along with new story arcs, removed characters that died from the roster, and brought back everybody in specific 'Dream Match' games.

Street Fighter's greatest strength is nostalgia and the majority of people who play it are slaves to the legacy of SF2.
 
Even if someone is clamoring for a 3S retelling now, people forget that the SFIII series initially got hate because it didn't have SF2 characters.
