It's just pressing throw like 4-5 frames after you wake up, possibly more I don't recall exactly how large the throw tech window is. It may be up to 8 frames. I just like what they did with his look. I won't be purchasing any of them. Wasting 2 early season slots on guest characters is a bit of a head scratcher after how well they have been doing with SF6. Someone here or on SRK pointed out that guest characters might be amazing to play, but most likely won't ever be returning. I've never not enjoyed a version of Bison, though. I'm really against guest characters in SF but I do think SNK characters are close enough to SF that it's okay given the history of the two series and the fact that we'll probably never get a CvS3.
